Haryana Chief Minister Nayab Singh Saini launched 'Startup Haryana Seva Sankalp' on October 2, 2026 in Kurukshetra, a new state initiative to back grassroots entrepreneurs well beyond the Gurugram corridor. The announcement came at the 'Vichar Se Vistar Tak' event at Kurukshetra University, held to mark the birth anniversaries of Mahatma Gandhi and Lal Bahadur Shastri.
The CM's pledge was pointed: no worthy idea will be left behind for lack of resources. His stated goal: "extend the success of Gurugram to Karnal, the innovation of Panchkula to Palwal, and the entrepreneurship of Hisar to Sirsa" — a deliberate decentralisation of the state's startup story. The initiative builds on Haryana's existing incubation centres, seed-funding schemes and industry linkages.
Haryana's startup geography has long been a one-city story. If Seva Sankalp delivers on its promise, the state's tier-2 and tier-3 cities get their first real on-ramp — which is where the next wave of affordable-talent, high-ambition founders is already sitting.
Why it matters for founders
If you're a Haryana founder outside Gurugram, this is your cue to engage the state's incubation and seed-funding machinery — the political cover for backing you now exists. Watch for the scheme's operational details (application windows, ticket sizes); the first cohorts of any state programme are usually the easiest to get into.
