KPTL is a São Paulo-based venture capital firm formed in 2019 when A5 Capital Partners acquired 75% of Inseed Investimentos, combining two established Brazilian investment teams. At formation it managed around R$1 billion (about $246 million at the time) across 46 companies, making it one of Brazil's largest venture firms. Today it is best known for a distinctive specialism: it co-manages Latin America's first fund dedicated entirely to govtech.

For founders building technology for governments, public services or regulated markets, KPTL funding is one of the few specialist routes in the region. Its GovTech Fund is the centrepiece of the story, but the firm invests across stages and sectors well beyond it.

Investment thesis

KPTL invests in technology companies from seed to growth stage, across both business-to-business and business-to-consumer models. Its heritage blends Inseed's early-stage, B2B technology focus with A5's broader consumer and business experience.

The firm's most distinctive thesis is govtech: startups that digitise public services, cut bureaucracy and make government work better. KPTL and Cedro Capital launched the GovTech Fund in 2021, described as the first investment fund in Latin America entirely dedicated to the govtech segment and only the second in the world.

Sectors and stages

The GovTech Fund's thesis covers ten verticals: health, education, security, housing and urban planning, infrastructure and mobility, sanitation, environment and civil defence, smart cities, legal and regulatory, citizenship and public management. It invests 100% of its capital in govtech startups based in Brazil, from pre-seed through Series A.

Fund size and cheque size

The GovTech Fund is working towards a target of R$150 million (about $30 million), having raised more than two-thirds of that target — R$107 million — by July, with international capital expected to make up 25% of the total. Global impact investor Potencia Ventures joined as its first international backer. The fund has made eight investments, selected from more than 1,400 companies mapped, and aims to reach 16.

Cheque sizes for KPTL's headline funds are not publicly disclosed as a standard range, so founders should discuss ticket size directly with the team.

Notable portfolio

GovTech Fund holdings include Prosas, a platform for selecting and monitoring sociocultural projects that has managed more than 1,500 public notices; Colab, which connects citizens to city governments and counts over 100 city halls as clients; and StartGi, which builds bidding solutions for companies selling to the public sector. Other holdings include Kinebot, Jovens Gênios and Augen Engenharia, which delivered the fund's first exit with its sale to Biosolvit.

Partners and team

KPTL is led by chief executive Renato Ramalho, with Gustavo Junqueira, the founding partner of Inseed, as chief operating officer. Adriano Pitoli heads the GovTech Fund. The GovTech pipeline is mapped with innovation hubs, universities and angel investors across Brazil.

How to apply for funding

Founders can approach KPTL through its official website, kptl.com.br. Govtech founders should lead with the public-sector problem they solve, evidence of traction with government or regulated buyers, and a credible path through Brazil's procurement complexity. For other sectors, frame the pitch around the firm's multi-stage, multi-sector mandate and be ready to show revenue and a path to profitability.

Why it matters for founders

KPTL matters because it is the specialist backer for a market most VCs avoid: selling technology to government. If your startup makes public services faster, fairer or more transparent, the R$150 million GovTech Fund is the most relevant cheque in Latin America — and the firm's wider funds mean the relationship can continue from seed to growth.
