Bpifrance funding is unlike any other source of startup capital in Europe: it is France's national investment bank, a subsidiary of the French state and the Caisse des Dépôts, which "finances businesses from the seed phase to IPO, through loans, guarantees and equity investments". For founders, that means one institution can back you from the first grant to a late-stage round. Between 2013 and 2023 alone, Bpifrance deployed €10.5 billion in venture capital, and in 2025 it invested €44M in 32 tech companies through its Digital Venture arm.

Thesis & focus

Bpifrance calls itself "the one-stop shop for entrepreneurs". Its stated goals are to grow SMEs, prepare tomorrow's competitiveness and build a positive entrepreneur ecosystem, with 42 regional offices — nine in ten decisions are made locally. Crucially, the bank and the investment arm do different jobs: the bank provides non-dilutive financing (grants, loans, guarantees, credits), while Bpifrance Investissement, its asset-management subsidiary, takes equity. One clarifying note for founders: a "Bpifrance-backed" startup may have received non-dilutive innovation aid rather than venture equity, so always check which arm is behind a deal.

Sectors & stages

On the equity side, Bpifrance Investissement manages more than €50 billion in assets — over €14 billion of it for third parties — with more than 250 professional investors. Direct venture-capital divisions confirmed in its 2025 results include Digital Venture (tech and software), Life Sciences and Patient Autonomy, Deeptech Venture and SPI industrial projects, plus growth capital, buyout and listed-equity teams. Its fund-of-funds operation invests in regional, national and international funds from seed to turnaround, typically taking only 16% of direct rounds and 17% of partner-fund capital so as not to crowd out private investors.

Fund size & cheque size

The scale: €10.5 billion invested in venture capital over a decade, split 44% direct (500 startups) and 56% through 180 partner funds that backed 3,000 companies. In 2025 alone: €44M in 32 companies via Digital Venture; €59M across 26 life-sciences deals (up 70% on 2024); €85M in 11 industrial projects; and €1.8 billion subscribed to partner funds. Bpifrance has also earmarked €10 billion for its AI ecosystem plan. Individual direct-fund sizes are not publicly disclosed.

Bpifrance funding: notable portfolio

In AI: Mistral, Dust and Bioptimus, plus partner-fund bets like Poolside, H and Aqemia. In 2025, Digital Venture added Dalma, Veesion, Genesis AI, Spiko and Edflex, while re-investing in Qonto. Life sciences deals included EG427, Inotrem and Ambos; industrial projects included Khimod; and the October 2026 €30M Vates round brought Bpifrance alongside IRIS.

Partners & team

Nicolas Dufourcq has led Bpifrance as CEO since its creation, and Guillaume Mortelier heads investment via Bpifrance Investissement. Rather than a single "head of VC", founders will typically deal with sector investment directors — for example, the senior teams running Digital Venture, Life Sciences and Deeptech.

How to apply for funding

There is no single online "apply for venture capital" portal. The real route is local: contact Bpifrance through bpifrance.fr or a regional business-development officer — most decisions are made close to the founder. For non-dilutive money, innovation grants and competitions are listed on the Calls for Projects portal at bpifrance.fr. Bpifrance also runs the Bpifrance Le Hub accelerator for post-seed B2B startups, offering expert coaching, corporate access and an operating-partner network.

Why it matters for founders

Bpifrance is the rare backer that can support a company from grant to IPO — with €10.5 billion of venture capital deployed over a decade, a regional office near you, and programmes like Bpifrance Le Hub, it is a founder's best first door in France.
