IIT Kanpur's cybersecurity hub is taking on one of the largest state-level cyber defence mandates in India: C3iHub, the Cybersecurity Technology Innovation Hub at IIT Kanpur, will establish and operate the Uttar Pradesh Cyber Security Operations Centre (UP-CSOC) under a project worth Rs 104.28 crore, the institute announced on 30 October 2026.

What the Rs 104.28 crore project covers

The project, approved by the Uttar Pradesh Cabinet, includes establishment as well as operational and maintenance expenses. C3iHub will lead the build and handle operation and maintenance for an initial period of three years. The centre will provide round-the-clock, centralised cybersecurity monitoring, threat detection and incident response across the state's government digital infrastructure, including networks, applications, data and critical information systems.

The technology stack

UP-CSOC will use a combination of advanced technologies including artificial intelligence (AI), machine learning (ML), security information and event management (SIEM), security orchestration, automation and response (SOAR), and network detection and response (NDR). C3iHub brings relevant experience to the mandate: it has previously deployed security operations centre capabilities for organisations including SAIL Bhilai Steel Plant, the National Highways Authority of India (NHAI) and the Indian Ports Association.

Why it matters beyond Uttar Pradesh

IIT Kanpur director Prof. Manindra Agrawal said the centre is an important step toward protecting the state's digital infrastructure from evolving cyber threats, noting that any breach can disrupt essential services and compromise sensitive data. For the startup ecosystem, the mandate is also a demand signal: state governments are now buying serious, always-on cyber defence, and the vendors, tools and talent that serve centres like UP-CSOC — from SIEM and SOAR products to trained analysts — will find a growing public-sector market.

Why it matters for founders

For cybersecurity founders, UP-CSOC is a market signal worth tracking: a Rs 104 crore, three-year, state-level mandate creates procurement demand for monitoring tools, threat intelligence and managed services. Academic hubs like C3iHub often become the channel through which startups reach government buyers — if you build in this space, relationships with IIT incubation and innovation hubs are not academic niceties, they are go-to-market.
