The capital is building new runways for founders. On Tuesday, October 14, the Delhi Cabinet, chaired by CM Rekha Gupta, approved the Delhi Industrial Policy 2026 — a 10-year industrial roadmap that puts serious money behind startup funding in India for anyone building in the national capital.

The headline number: Rs 1,000 crore of expenditure on the Mukhyamantri Udyamshree Yojana spread over five years (FY 2026-27 to 2030-31), aimed at encouraging new industries and job creation across Delhi.

What the policy covers

The policy targets clean, high-value, knowledge- and technology-based industries across 10 priority sectors, including advanced technology, Global Capability Centres, data centres, R&D, healthcare services, urban logistics, the circular economy and advanced manufacturing.

Women entrepreneurs get a meaningfully better deal: higher incentive ceilings, including a 25% digital-infrastructure incentive up to Rs 10 crore — raised to Rs 12 crore for women-led enterprises. On execution, Invest Delhi becomes the dedicated single-window investor agency, with the Delhi Udyog Mitra Portal promised to make approvals faster and more transparent.

Why it matters for founders

Policy is an underused growth lever. If you're a Delhi-based startup in deep tech, logistics, healthcare or advanced manufacturing, the combination of Rs 1,000 crore in committed outlay and a genuine single-window portal could materially cut your cost of scaling. Map your sector against the 10 priority areas and get your Udyog Mitra paperwork ready early.
